We have several staff members who have specialized training from the Justice Institute of British Columbia, in evaluating the likelihood that a sex offender may re-offend. These evaluations are especially helpful in criminal cases where a first time offender has committed a less serious crime and prosecutor is thinking of offering a plea agreement, but is concerned over this case coming back to haunt them.
An example would be an 18 year old male having consensual sex with a 14 year old girl. The prosecutor wants to deal it down, but does not want any media attention in the event the defendant commits another offense. The right evaluation, backed up by scientific research, can support the fact that this defendant might be low risk for that to happen. The prosecutor has a written report; based on credible research, as to the likelihood of that defendant being a risk.
In civil cases such as child custody or dissolution (divorce), where an allegation of sexual impropriety is made, but difficult to back up, these evaluations can be very helpful in deciding if the allegations are true.
We use research data from the Static-99 program developed in Great Britain and Canada, the world's leaders in sexual recidivism research and studies. All reports go out under Dr. Palmer's signature.
