Palmer Investigative Services has been based in Prescott, Arizona, since 1980. The firm is licensed by the Arizona Department of Public Safety, and is both bonded and insured for general liability.

Our investigators have attended a wide range of specialized schools on topics ranging from homicide, sex offenses, mitigation and other criminal topics, to personal injury, accident investigation and other civil topics. We have handled major criminal cases, personal injury cases, and employee theft matters.
Palmer Investigative Services does urine drug screens for all common drugs, and alcohol testing on U.S.D.O.T. approved breath testing devices. We have a 24 hour number, with trained technicians on call to handle drug and alcohol testing needs at all hours. We also offer training on how to recognize drug and alcohol impairment. We are accredited by the Drug and Alcohol Testing Industry Association.
We are not only court appointed process servers, but have also earned the professional designation, Arizona Certified Process Server. We were the first non-Native Americans to be appointed as process servers in the Yavapai-Prescott Tribal Court. We have affiliate process servers throughout Arizona, nationally and worldwide. Bob teaches a course for the Arizona Process Servers Association on how to serve papers.
Prior to moving to Prescott, Bob Palmer worked as a Deputy Sheriff in the Phoenix area for 10 years. His law enforcement experience ranges from being part of the Sheriff's underwater Diving Team, to investigating hundreds of traffic accidents and DUI's, to complex criminal investigations. His experience with alcohol related cases numbers in the thousands, and he has qualified as an expert in all levels of courts in Arizona, including the U.S. District Court.
Bob has a Ph.D. in criminal justice studies, with emphasis in two areas. The first area in which Bob did extensive work was the study of drug and alcohol impairment, establishing training programs for law enforcement and private businesses to use in detecting drug and alcohol impaired individuals. Bob's second area of doctoral study was in the area of homicide. The topic of Bob's dissertation was mitigation in capital cases. Bob has studied homicide offenders, including the topic of criminal profiling. Prior to earning his Ph.D., Bob attained a Master of Arts degree in Forensic Psychology, writing a thesis on the scientific basis for the prosecution of the alcohol impaired driver. Bob has attended Indiana University's expert witness program in blood/breath alcohol testing and retrograde extrapolation.
Bob is certified by the State of Arizona and under programs established by the U.S. Department of Transportation as a breath test instructor, and he is certified to administer and teach field sobriety testing and DUI investigation. He is a Board Certified Forensic Examiner in the areas of homicide investigation and alcohol related cases.
The firm is a member of the National Association of Legal Investigators, the World Association of Detectives, the National Association of Professional Process Servers, and the Arizona private investigator’s association.
